Mohamed Ould Errachid, speaker of Morocco's Chamber of Councillors, said the support of 11 Security Council members for the US draft resolution on Western Sahara is an important political signal of growing backing for Morocco's approach. He spoke at a joint parliamentary session on Monday 2 November. The draft was not adopted after Russia used its veto.12
Ould Errachid said Morocco has moved from managing the dispute to an approach built on deep change in the factors that governed the national question, and that the country is at a decisive moment. He called for an end to the suffering of the Tindouf camp detainees, saying another generation should not grow up under tents.34
The speaker called for strengthening bilateral and multilateral parliamentary diplomacy, improving the legislature's readiness, and continuing national mobilisation to keep pace with developments in the Sahara file. He said recent developments open a new horizon toward the final closure of the file, describing them as more than the end of a UN mission's mandate.56
Ould Errachid called on the people of the Tindouf camps to return to Morocco and contribute to developing the southern provinces. He and El Touizi said the Unity Day holiday embodies national consensus on the Moroccanness of the Sahara, and parliamentarians stressed using the Security Council decision to end and settle the dispute.789
